Resilience is one of the six signature solutions in UNDP’s Strategic Plan 2022-2025 – alongside poverty and inequality, governance, environment, energy and gender equality. UNDP’s support to countries on climate change and disaster risk reduction is shaped by three important global agreements: the Paris Agreement on Climate Change, the Sendai Framework on Disaster Risk Reduction, and the 2030 Agenda for Sustainable Development.

The interconnection between climate change, disaster risk and resilience holds particular importance in the Europe and Central Asia region, given its unequal burden of disasters resulting from accumulated layers of hazards, vulnerabilities, and risks. This complexity is further compounded by new risk drivers from hydrometeorological and geophysical hazards, rapid urbanization, environmental degradation, air pollution, inadequate infrastructure and others factors. The manner in which the region addresses risk factors in all new investments in the public and private sectors, and how it mainstreams disaster risk reduction into current and future policies, plans, programmes, and projects will shape the outcome of the global development agenda.

Within its mandate, the UNDP Istanbul Regional Hub, under the Climate and Disaster Resilience portfolio, supports policies and programmes in the RBEC Country Offices (COs) in alignment with the global frameworks. Additionally, the Climate and Disaster Resilience portfolio involves several regional projects focusing on climate resilience, disaster risk reduction and the management of man-made technological disasters, amongst others.

Duties and Responsibilities

The Programme and Operations Analyst will be home-based. Reporting to the Climate and Disaster Resilience Team Leader, the finance analyst will be closely working with the DRR regional programme specialist, programme analyst and associates, as well as the RBEC COs.
The Programme and Operations Analyst will be responsible for areas related to budgeting and operational support, partnership development, knowledge management and donor reporting to IRH CDT team portfolio including a number of regional projects focusing on resilience, climate change, disaster risk reduction, risk informed development and the management of man-made technological disasters. The incumbent will support effective and transparent utilization of resources and integrity of services. The Programme and Operations Analyst works in close collaboration with other teams at IRH as well as other UNDP COs as necessary, to help resolve complex budgeting, reporting and operations-related issues and provide effective guidance on such matters. The incumbent will support with overall operational support, knowledge management, financial portfolio analysis and donor reporting, review of budgets, and review of donor agreements. S/he provides guidance to relevant project staff to ensure that operational transactions and request as well as reporting requirements are completed and compliant with UNDP rules and regulations.

More precisely, the Programme and Operations Analyst is expected to complete the following tasks:

Supporting sound management of the project budgets and financial resources of the CDT portfolio:

Provide regular review and financial analysis of project implementation to CDT team and COs, coordinate the financial flows and funds allocation, and support the implementation of AWPs by COs.
Develop supporting documents for entering project related information in Quantum, including AWPs etc.
Conduct financial analysis of expenditures, identification of incorrect charges and coordination with country offices to make corrections.
Ensuring timely settlement of outstanding project obligations, clean-up of negative balances and reconciliation of RP advances.
Supporting sound resource management through budget management, resource allocation planning and expenditure control, consistent with UNDP rules and regulations.
Reviewing and analyzing budget implementation on an ongoing basis; initiating, preparing and processing budget revisions, as necessary.
Supporting proper planning and completion of HACT quality assurance exercises.
Preparing and verifying financial authorizations to other COs, if required, and facilitating proper budget allocations and funds transfer.
Performing other relevant duties as may be required.
Supporting effective partnership development, donor reporting and facilitating resource mobilization:

Supporting CDT resource mobilization and partnership efforts through guiding project staff on related policies and procedures and participation in donor / partner negotiations.
Preparing and reviewing donor agreements and liaising with donor counterparts and relevant UNDP teams to obtain necessary clearances and signatures.
Preparing and reviewing other partnership agreements (MoUs, Development Services Agreements, Responsible Party Agreements, Low Value Grants, etc.) and liaising with counterparts and relevant UNDP teams to obtain necessary clearances and signatures.
Coordination of timely reporting to donors (e.g., EC) and other project implementing partner organizations (e.g., OSCE) and collaborating with relevant project staff to prepare necessary reports.
Facilitating timely extensions and modifications of donor and partnership agreements as may be needed.
Supporting the preparation of financial reports to donors, consistent with specific agreement requirements.
Compiling, analyzing and presenting data on CDT resource mobilization efforts and results.
Support the IRH team with drafting Quality Assurance and other mandatory documents in line with the UNDP guidelines.
Preparing narrative reports in coordination with UNDP country offices and relevant units under the regional Hub, ensuring compliance with donor reporting requirements and standards.
Performing other relevant duties as may be required.
Support effective knowledge management activities:

Support knowledge sharing by coordinating preparation and organization of conferences, seminars, and any other regional programme related events to enhance capacity building and knowledge sharing within the CDT portfolio.
Actively promotes a knowledge sharing and learning culture within the CDT programme and projects.
Develop training materials, provide guidance, and conduct training to project staff on the implementation of projects.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

The Programme and Operations Analyst will work under the overall guidance and supervision of the UNDP Istanbul Regional Hub Climate and Disaster Resilience Team Leader. She/he will closely work with the Regional Programme Specialist, Programme Analyst, Programme Assoaciates and RBEC COs.

Financial reporting and analysis:

Required Skills and Experience

Education:
Master´s degree in environmental science, economy, financial management or another relevant field.
Bachelor`s degree in the areas mentioned above in combination with additional 2 years of qualifying experience will be given due consideration in lieu of Master`s degree.
Experience:
Up to 2 years (with Master´s degree) or minimum 2 years (with Bachelor´s degree) of project management experience in sustainable development, disaster risk reduction and environment issues in Europe and Central Asia region.
Languages:

Fluency in English.
Required Skills:

Proven experiences with donor reporting is an asset.
Experience with financial management and reporting is an asset.
Previous Project Management experiences, with preference in the areas of environment, climate resilience and disaster risk reduction is an asset
Desired Skills:

Professional experience in ECIS region (Central Asia), and particularly knowledge of environment, resilience and security issues is an asset.
Experience of financial reporting required to donors such as EC is an asset.
Experience in environment, climate resilience and disaster risk reduction related projects or any other relevant field is an asset.
Previous experiences with international organizations and/or UN organizations is an asset
